HRD (Human Resource Development) Attestation is the official process of verifying the authenticity of educational certificates issued by universities, boards, and institutions within a particular Indian state. State HRD / Home Department
The certificate is verified by the Regional Authentication Centre or State Education Department of the state where the document was issued is called HRD Attestation. The authenticating authority confirms the genuineness of the institution and the certificate content.
Ministry of External Affairs (MEA)
After state-level HRD attestation, the document is submitted to the MEA, Government of India, New Delhi. MEA applies its apostille stamp or attestation seal, making the certificate legally recognized for international use.

The MEA-attested document is then legalized by the Embassy or Consulate of the destination country (UAE, Qatar, Saudi Arabia, Kuwait, Oman, Bahrain, etc.) in New Delhi. This is the final step required for employment or residence visas.
